教育研究がグローバル化して、地方大学においても大学院教育における中心的な課題は、「教育の実質化」と「教育の国際化」であると言われています。

教育の国際化とは

• (1) 海外からの学生にとって魅力的な教育プログラムが用意されていること
• (2) 教育に国際言語である英語が使われていること
• (3) 海外大学との連携した教育実績がどの程度あるか
• (4) 多くの留学生の受け入れ多くの学生の海外大学への派遣がなされているか
• (5) 外国人教員がどの程度の割合で任用されているか

などが評価項目となると思われます。

平成17年度に、文部科学省の大学教育の国際化推進プログラムにおいて、大学院先端技術科学教育部が提案した「複数学位を与える国際連携大学院教育の創設―協定大学間ネットワークを活用したメジャー・マイナー履修制による実践的教育―」が採択されました。
これを受けて、大学院先端技術科学教育部に国際連携教育開発センター(現在は、国際連携教育研究センター）を設置して、上記の5つの項目を念頭において、本教育プログラムの実質的な運用が開始されました。

大学院先端技術科学教育部と複数学位を与える国際連携教育を行う主な大学は、徳島大学が学術交流協定を結んでいる中国、韓国、台湾、フランス、マレーシア、アメリカ及びブラジルであり、グローバルなネットワークで結んでの国際連携教育です。

この教育成果の特徴は、

• (1) 複数大学での学位が取得できること
• (2) 最先端研究活動を通じて、課題探求能力・課題解決能力の高い創造性豊かな人材に成長できること
• (3) 学際的な技術科学を創生することができ、萌芽的研究に挑戦できる人材に成長できること
• (4) 国際的なコミュニケーション力を有し、グローバルに活躍できる人材に成長できること
• (5) 教育の国際化促進に寄与できること
• (6) 国内外の企業と連携して国際的な産学共同教育プログラムが構築できること

などで、大学院先端技術科学教育部の教育の国際化に向けての牽引役も担うことができる取り組みです。

平成21年度からは、さらに、これらを発展させた英語のみで修了できる大学院工学教育コースとグローバルな高度専門技術者の育成に向けた更に新しい教育プログラムがスタートしています。
教育研究のグローバル化に如何に対応できるかは、今後の大学院教育の重要なポイントであることは明白であり、21世紀型の本教育プログラムへの期待が高まっております。

今後も教育プログラムの改善、改革を続け、真の意味での教育の国際化が達成できる一助となるべく努力いたします。

As education and research are becoming more and more globalized, one of the main challenges local universities have been facing at graduate-level is internationalization of education. Then what exactly does “internationalization of education” mean? We believe that the following points should be among the evaluation criteria:

• (i) Whether there are any attractive educational programs for overseas students.
• (ii) Whether the language of instruction is an international language such as English.
• (iii) How much education has been achieved in collaboration with overseas universities?
• (iv) How many international students are accepted and how many students are dispatched to overseas universities.
• (v) What is the ratio of international faculty members.

In 2005, Tokushima University submitted a proposal to the Ministry of Education, Culture, Sports, Science and Technology, Japan. This proposal, “Implementation of Double-Degree Programs with International Partner Universities: A Practical Educational Program Incorporating Major and Minor Courses Using the Network with International Partners,” was adopted as one of the Strategic International Cooperation Support Projects. In order to achieve this aim, the Center for International Reseach and Education (CIREC) was founded. Then taking the five abovementioned criteria into consideration, our International Affiliated Double-Degree Program was put into effect in October 2006.

The international partners involved in the double-degree programs are the nine institutions with which the Graduate School of Advanced Technology and Science at Tokushima University has established academic exchange agreements,they are from China, Korea, France, Taiwan,Malaysia,U.S.A and Brazil resulting in a broad coverage of geographical areas. This global network is the arena for our International Affiliated Double-Degree Program. Among other things, we expect the following educational outcomes through this program:

• (i) Students will receive double-degrees: one from one of our partner institutions and the other from Tokushima University.
• (ii) Students will become creative researchers proficient in exploring and solving problems through state-of-the-art research training activities.
• (iii) Students will become able to produce interdisciplinary research in technological science, and to unflinchingly engage themselves in embryonic research projects.
• (iv) Students will become able to actively work and communicate in an international environment.
• (v) This project will contribute to promote the internationalization of education.
• (vi) Based on collaboration with industries from Japan and abroad, which are to be strengthened throughout this project, an international distributive education program will be established.

We also expect this International Affiliated Double-Degree Program will serve as a leading force in the internationalization of the Graduate School of Advanced Technology and Science itself. We believe this kind of unprecedented attempt is the key to succeeding in graduate education reform, globalizing our educational and research activities throughout this program. We will continue to make efforts to improve and reform our educational system in order to truly contribute to promoting the internationalization of education.
